Six weeks after his office filed an FIR with the CID in Shillong,Meghalaya Governor R S Mooshahary Wednesday asked the state government to wind up the CMJ University.
In the order the governor said facts indicate mismanagement,maladministration,indiscipline and failure in the accomplishment of the objectives of the university,apart from criminal liability.
The state government is accordingly being addressed to consider dissolution of the university in terms of Section 48 of the CMJ University Act,2009. The order listed varsitys irregularities and said it did not comply with many directives issued by the governor on April 30. These include directives to withdraw all degrees issued so far,frame rules for award of PhD and M Phil programmes,move fresh proposal for appointing a Chancellor and stop fresh admissions.
Pointing out irregularities like the violation of UGC norms,the CMJ University Act and the Meghalaya Private Universities Act,governor said,”All these cast a shadow on the sincerity of the university …” He said while the university gave 434 PhDs and enrolled 490 more in 2012-13,”these figures do not reflect the correct position”. The governor’s office has received information that 29 more PhDs have been awarded.
The governor also spoke about Chandra Mohan Jha,chairman of CMJ Foundation and how the varsity tried to destroy evidence after the CID filed a case. A Shillong court had issued an non-bailable warrant against Jha.
