Bihar,Orissa want special status

Bihar and Orissa have demanded special category status at the Planning Commission meeting to discuss draft approach of 12th Five-Year Plan.

Bihar and Orissa have demanded special category status at the Planning Commission meeting to discuss draft approach of 12th Five-Year Plan for Bihar,Jharkhand,Orissa,West Bengal and Chhattisgarh.

Planning Commission Deputy Chairman Montek Singh Ahluwalia said that it was a consultation meet and he would discuss cumulative demands of the states with Prime Minister after three more consultation meetings of the plan panel.

While Bihar Chief Minister Nitish Kumar pressed for a concerted development plan in Naxal-infested areas and permanent strategy to deal with floods,Orissa Chief Minister Naveen Patnaik demanded a national framework to deal with mining and related industry issues regarding environment problems and human displacement.

In a veiled attack aimed at the Centre on handling of the Posco issue,Patnaik said there should be a uniform Central policy to deal with such problems. He said: “The Centre should take responsibility for mobilising funds for states like Orissa to promote private investments.”

West Bengal did not emphasise on any particular area but wanted a comprehensive package to take the state forward.

Bihar government requested the Planning Commission to maximise cash subsidy to curb corruption and focus more on public private partnership.

The plan panel is holding a two-day meeting for 225 representatives from Bihar,Jharkhand,Orissa,West Bengal and Chhattisgarh to discuss a draft approach for the five-year plan.
