
In a pre-election bonanza to 16 lakh state employees, teachers and non-teaching staff of schools, the pay parity committee constituted by the UP Government has recommended payment of allowances as recommended by the Six Pay Commission. This will be for the first time that the state employees will be paid allowance at par with the Central Government staff. This will cause an additional annual recurring burden of Rs 1,500 crore on the state exchequer.
The committee has recommended for the payment of allowances like the city compensatory allowance and house rent allowance as recommended by the panel. The pay parity committee, headed by S A T Rizvi, was constituted last August and asked to submit its report within three months. The revised pay scale will come into force from December 1.
The committee has, however, made no recommendations about the payment of arrears of salary and pension, which is likely to be announced by the Government during the presentation of next Budget in February. The arrears would entail a one-time additional expenditure of Rs 14,775 crore.
