You will have to wait for tulips till mid November. However, for Freesia you can go ahead.
The seedlings of winter annuals are ready with me. Can I start transplanting?

Yes, you can go ahead with planting of winter annuals. The advantage with early planting is that the plants will have better growth before winter sets in. you will have better flowering.
I pruned my roses early i.e during September third week. Will it affect the flowering in any adverse way? My gardner says one should do pruning only in October.

Do not always listen to your gardner. You have done absolutely right by pruning early, as the first flush of blooms will appear before even the severe winter sets in and your blooms will escape winter injury.
Can I plant palak now? Till when can I do it? I want to plant it in a staggered way to get more crop over a longer period of time.

Yes, you can plant palak now for winter and for spring season/summer crop you can grow it in February-March.
