While the Law Minister was not keen to speak in Parliament on the anti-terror Bills, there was quite a race among the lawyers in the Congress. When the Rajya Sabha began debating the Bills, both Cabinet Minister Kapil Sibal and MoS Ashwini Kumar wanted to speak first from the government8217;s side. They also wanted to intervene after BJP8217;s Arun Jaitley8217;s speech. Both approached Minister of State for Parliamentary Affairs V Narayanswami, who asked Sibal to speak after CPIM8217;s Sitaram Yechury. Kumar was clearly unhappy, although he got a chance later during the debate.
