Why is it that these days Ottavio Quattrocchi receives official Indian munificence only when Parliament is in session? Think about it 8212; any sensible political strategist would decide that whatever the UPA administration has to do it is done best when the House is not assembled and all eager to hear the latest in the 21-year-old story. We have a theory. Maybe this is the Congress8217;s way of subliminally signalling that Q is innocent. What8217;s the harm in extending a helping hand to an innocent person when the House is in session? If that8217;s the case, if the Congress really believes that, we strongly suggest its government says so. Say it 8212; Quattrocchi is not a fugitive, the CBI should not be in pursuit, there8217;s no case, the Interpol notice is withdrawn and the file is closed.

That is so much better than the sorry spectacle of the Government of India doing two contradictory things about the same issue in various cities around the world. That spares the country from having to hear that many departments of the government, from the PMO to the law ministry to the CBI, live in utter ignorance of others8217; decisions even though they are all working on the same case. It would also spare us from listening to Quattrocchi on jurisprudence, political morality and what a great nation India is.

On things like this, India is a strange nation. It can reduce its premier investigative agency to the status of ineffectual bit player. It is ready to reduce its credibility with international law enforcement agencies by issuing red corner notices and withdrawing to a corner when invited to implement its officially stated intent. Which is why one of the worst effects of the Q affair has been the possibly permanent perceptional change about India8217;s investigative agencies. The CBI shouldn8217;t evoke a laugh when it issues statements on Quattrocchi. It should evoke pity 8212; the CBI can investigate very well left to itself, but who will believe that any more?
