CHENNAI, Apr. 6: A notorious rowdy, Runk Kumar, was arrested at a house in Porur Sunday night. He had several non-bailable warrants pending against him and he had been indulging in extortion settling civil disputes in Ashok Nagar, K K Nagar and Saidapet areas.
