JAIPUR, JANUARY 3: Rajasthan Chief Minister Ashok Gehlot started the New Year with a reshuffle at the top level in the state bureaucracy yesterday, when he changed the chief secretary as well as the chairman of the state electricity board.

Inderjit Khanna was named as the new Chief Secretary in place of Arun Kumar, who was appointed the Chairman of the Power Tariff Regulatory Commission. Khanna, who was the Director, Enforcement, at the Centre, was repatriated to the state following a request by Gehlot. According to sources, there was no particular reason for Kumar’s transfer except perhaps that he was an appointee of Gehlot’s predecessor, B.S. Shekhawat.

Another senior IAS officer, Pashupati Nath Bhandari, was appointed the new Chairman of the Rajasthan State Electricity Board. He replaced M.D. Korani, who was posted as the Development Commissioner.Besides appointing Arun Kumar as the Chairman of the Power Tariff Regulatory Commission, the government also reconstituted the body, naming R.K. Agrawal andShanti Prasad as its members.

The changes in the electricity board and the Power Tariff Regulatory Commission are being seen as steps towards power reforms. Bhandari had been the head of the electricity board during Shekhawat’s rule and had been given a lot of freedom to restore the body. However, after CM Gehlot had sent him packing.

The transfers may also mark a welcome shift from the policy of playing the SC-ST card in the state administration.
