CHANDIGARH, May 20: The Punjab Police Service PPS officers, who feel discriminated against in terms of pay scales and timely promotions, have demanded a separate state cadre for themselves which could enable them to be promoted to the rank of additional director general of police.

A delegation of the PPS Officers Welfare Association, led by its president B.S.Randhawa and general secretary Amarjit Singh, today submitted a memorandum to the Chief Minister reminding him of his promise to them earlier to constitute this cadre.

It pleaded that to remove widespread stagnation in the cadre, it was necessary to promote DSPs with four years of service as SPs, those with 14 years of service as DIGs, IGs after 21 years and ADGPs on availability of posts. The Association comprising more than 400 officers has also demanded parity with the Punjab Civil ServicePCS officers since both the cadres were recruited by the Punjab Public Service Commission, had the same basic qualification and the same initial pay scale. However, there were wide disparities in subsequent higher scales and promotions, the delegation pointed out.

It demanded an end to disparity in senior and selection grades for the two services.The PCS officers, it was pointed out, enjoyed better pay scales and quicker avenues of promotion to the IAS. While there were 288 PCS officers against 200 IAS officers, there were more than 400 PPS officers as compared to only 130 IPS officers posted in Punjab.
