While the Government has taken steps for reforming the public sector units under the Central Government, the PSUs in the states continue to decline. Very few state Government have taken any steps to make them run professionally. The units are still being used as tools of patronage and pelf. Unfortunately, there is no comprehensive central source of data on their performance. But whatever information is available is not very encouraging.Of the eight states on which RBI has PSU performance data, Rajasthan seems to be the best in terms of profits. While in 1993-94, its PSUs made a profit of Rs 105 crore, the profit went up to Rs 139 crore in 1995-96. The worst was West Bengal which has been showing increasing losses. From a loss of Rs 116 crore in 1993-94, the losses increased to over Rs 153 crore in 1995-96.
