
The Central Plaza Mall near Sector 53 in Gurgaon was sealed on Friday for flouting pollution norms.
Haryana Pollution Control Board HPCB regional officer Gurgaon region Dr C V Singh said the Board had issued four notices to the mall owner, one Vijay Dixit. 8220;We issued the first notice some seven months ago, when the complex was still under construction,8221; Singh said. 8220;It gave him ample time to apply for a no-objection certificate NOC from HPCB. But the owner did not bother to meet us even after four notices and a call for personal hearing from the HPCB chairman.8221;
Singh said there are separate sections for getting consent for establishing and operating any building. 8220;The owner not only operated the complex without a licence from HPCB but also did not meet basic requirements of installing an effluent treatment plant for waste water treatment,8221; Singh said.
8220;The plant is mandatory for any building with a waste water discharge of 10 kilolitres and more.8221;
HPCB chairman Dr A S Chahal, who passed the order for sealing, said: 8220;A notice for personal hearing on November 6 was issued to the mall owner after he failed to reply to any of our notices.8221;
The mall has sold all its stores; not one is on rent. In order to de-seal the establishment, the owner will now have to apply for an NOC from the pollution control board, deposit Rs 7.5 lakh as guarantee, an affidavit as an undertaking that he would obey rules, and plan an effluent treatment plant.
The property was sealed under Section-33A of the Water Prevention and Control of Pollution Act, 1974.
