Even as the Uttar Pradesh Assembly elections are months away, the Cabinet Committee on Economic Affairs today cleared a proposal to set up an extension centre of the National Institute of Fashion Technology NIFT in Rae Bareli, Congress President Sonia Gandhi8217;s Lok Sabha constituency.

8220;This will take pressure off the existing NIFTs in New Delhi and other centres,8221; said Finance Minister P Chidambaram. The extension centre would initially operate from hired premises for a period of three years at a cost of around Rs 12 crore8212;Rs 10.75 crore from Plan funds and Rs 1.5 crore from Non-Plan funds8212;which would not include the cost of land, construction and repairs. Necessary steps would be taken to make the centre operational from the academic session of 2007-08, said officials.

Denying that the decision has anything to do with the ensuing elections, a senior official said the UP government had been demanding such a centre for long.

The Union Cabinet also gave an in-principle nod to the Special Incentive Package Scheme for attracting semiconductor fabrication and other micro and nano-technology manufacturing industries to set up base in India. The package would be available till March 31, 2010. However, the details of the threshold limits and incentives will be worked out by the Cabinet Secretary and the Prime Minister will take a final call on them.

The Cabinet also cleared the setting up of Central Drugs Authority of India as an autonomous regulator that will ensure uniform drug licensing norms across the country. There will be a five-year transition phase for moving to the central licensing system from the current system where the state Food and Drug Authorities have the final say.
