BANGALORE, OCT 2: Chief Minister J H Patel on Friday justified the State cabinet8217;s decision to award the contract of executing the Cauvery water supply stage four second phase to the controversial Biwater Consortium and dismissed the Congress charge that kickbacks were involved in it.

Talking to reporters here, Patel maintained that the Government had already decided on awarding the contract but it could not be formalised since the election process was underway. 8220;Now that the elections were over, the cabinet decided to ratify it at its meeting on Wednesday.8221;

Patel remarked, 8220;They Congressmen don8217;t think of projects without kickbacks. But our ministers are not like that. We believe in transparent administration. Hitting out at Congress, Patel said Biwater issue had been debated at length in the legislative council and the water supply scheme did not brook any further delay. Biwater is a UK-based company which had shown interest in the project through its Malaysian subsidiary.

On the Cauvery issue,the Chief Minister said that he and Tamil Nadu Chief Minister M Karunanidhi had made earnest efforts to find a solution with the co-operation of Prime Minister Atal Behari Vajpayee.
