
With a view to reducing delays in exports and imports of perishable goods due to the numerous clearances required, the Commerce Ministry has worked out a new law to ensure that perishable goods are taken out of the country much faster with a single window clearance facility. Commerce Secretary Gopal K Pillai said, 8220;The draft legislation is ready and we hope to go to the Cabinet for approval next month and table it in Parliament in the Winter session.8221;
8220;Today, non-perishable goods are taken out of the country much faster than perishable goods. About 30 clearances are required and there are lots of procedural hassles due to the need to clear perishable goods. On an average, exports documents need about 200 data entries,8221; Pillai pointed out.
The new law being mooted by the ministry will mandate a specific time limit for clearing perishable goods8217; imports as well as exports and bring all clearances under a single window. 8220;This can make a great difference and reduce prices by 1-2 per cent and save 5 per cent of transaction costs. It will help make our exports more globally competitive,8221; Pillai said.
Inter-ministerial consultations on the legislation have already taken place and concerned ministries like the Agriculture Ministry are in full support of the Bill. The draft legislation has now been submitted to the concerned ministries for their comments, which are expected to come in within the next two weeks. The ministries have asked the Department of Commerce to spearhead the initiative as exports come under its purview.
