Navy in a spin

The Indian Navy, organising a regional conference for nations on the Indian Ocean rim in February, is stuck in a peculiar situation. While invites have been sent to 33 countries that fall in the Indian Ocean Region, including Pakistan and Iran, one nation has been excluded from the list. Though the Navy does not hold any grudges against Somalia, insiders say it is impossible to identify an authority in the troubled country where an invite can be send to.
