The Government has come in for criticism for its ‘‘indifferent attitude’’ towards the Northeast and its failure to meet the region’s very basic, immediate and foremost needs. Expressing ‘‘disappointment’’ over the failure of the Planning Commission and Finance Ministry in releasing funds for the Northeast, the Parliamentary Standing Committee on Home Affairs said its recommendations had been ignored by the Centre.‘‘The committee expresses its concern at the indifferent attitude of the Planning Commission and the Finance Ministry for not paying any attention to the recommendation of this committee to release the backlog amount of Non-Lapsable Central Pool of Resources (NLCPR),’’ the committee said in its report tabled in Parliament yesterday.The committee also expressed its ‘‘disappointment that although the government had, in its Common Minimum Programme (CMP), assured special assistance to upgrade and expand infrastructure in the Northeastern region.it failed to meet the very basic, immediate and foremost need of the region by way of enhancing the budgetary allocation for this region under the NLCPR.’’The committee recommended that the Home Ministry push the Finance Ministry and the Planning Commission, asking for enhancement of budgetary allocation under the NLCPR for developmental activities as projected by it for the Northeastern region at the revised estimate (2004-05) stage.The committee also raised the issue of the growing nexus between Communist Party of Nepal (Maoist), Bihar-based MCC and People’s War Group. ‘‘The growing nexus between CPN (Maoist) and Maoist Communist Centre of India and PWG is a matter of grave concern as it has direct bearing on the internal security scenario of the government,’’ the report said. The committee recommended that the government take effective steps to check the growing nexus between the extremist organisations.Reports revealed that there was exchange of men and material between the outfits and the CPN cadres were reported to have received military training in MCC camps in Bihar and Jharkhand, the report said.
