Khaira issued privilege notice

Charging him with leaking the contents of the Public Accounts Committee, Congress MLA from Bholath, Sukhpal Singh Khaira, was today issued a privilege notice by the Vidhan Sabha.

Sources said the notice has been issued under Rules 6, 197, 201 and of the Punjab Vidhan Sabha, which stipulate that papers and proceedings of committees of the Assembly have to be kept confidential till the reports of the committees are tabled in the House.

On October 30 last, Khaira had addressed a press conference in which he revealed the contents of the committee meeting. The notice states that the divulgence of details at the press conference has been treated as a matter of breach of privilege by Speaker Nirmal Singh Kahlon, said sources. The notice directs Khaira to appear before the speaker on November 27 and submit his reply in writing.

Kahlon confirmed the issuance of the notice. 8220;Khaira has clearly violated the rules,8221; he said.

Meanwhile, Ludhiana DC S S Gujjar appeared before the Speaker with a written reply over the alleged breach of privilege by him. He had been summoned as neither Gujjar nor any other official was available when the Vidhan Sabha committee of SC and BC on the special component plan visited Ludhiana on September 15 and 16. The committee had summoned the DC earlier but was not satisfied with his reply and referred the matter to the Speaker. He has also been asked to appear on November 27.

He demands Assembly session
Congress MLA Sukhpal Khaira, on Wednesday demanded to convene the session of the House citing Rule 14A of the Rules of Procedure and Conduct of Business, according to which, the Vidhan Sabha must have at least three sessions with not less than 40 sittings in one financial year. 8220;The present Vidhan Sabha has held five sessions since its constitution and has met for 29 sittings, consuming a little over 110 hours. This means that merely 0.8 per cent of the total duration of the government8217;s tenure, till now, has been used,8221; he said. The Congress Legislature Party, which met a few days ago, has also demanded an urgent session of the Vidhan Sabha. 8220;Several important issues, including unemployment, health, female foeticide and the drug menace, have hardly been discussed,8221; he said.
