An ordinance was promulgated to amend the controversial Prevention of Terrorism Act (POTA) to confer more powers on the Central and state review committees to make their decisions binding on the Central and state governments and police officers investigating the cases. Official sources said President Abdul Kalam signed the ordinance late yesterday.

The ordinance seeks to include a provision to this effect in section 60 of the POTA under which the Central and state review committees were constituted to scrutinise the complaints from POTA victims.

Though a decision to amend the controversial act was taken by the Cabinet last week, the promulgation of the ordinance was delayed because the president was away on a three-nation tour. The ordinance will be replaced by a Bill during the winter session of Parliament in December.

Though the NDA government decided to empower the Central review committee to appease its partners DMK and MDMK, the latter had already come out against amending only one or two sections of the act. The Congress, the Left and other parties have also sought overhauling of the Act.
