Unfolding its policy on internal security, the Government today said it is following a three-pronged strategy to bring peace and normalcy in J-K and that Pakistan’s promises on issue of cross-border terrorism remained unfulfilled.

The Centre and state are jointly following a pro-active approach to tackle cross-border terrorism by preventing infiltration; accelerating economic development; and by initiating a dialogue with those willing to give up violence in the state.

Srinagar: Prasar Bharati is considering life insurance cover for its staff in the Kashmir Valley in the wake of suicide attack attempt by militants on AIR and Doordarshan offices here on Saturday, its chief executive officer K.S. Sharma said today. ‘‘Prasar Bharati is seriously considering to provide life insurance cover to its employees on the same lines as other organisations have introduced in the Valley,’’ Sharma, who is also the AIR director general, told reporters. The matter would be taken up at our May 8 meeting. —PTI

In its annual report for 2002-2003 released today, the Ministry of Home Affairs says that ‘‘the assurances of Gen Pervez Musharraf on the issue of cross-border terrorism remain unfulfilled.’’

Also, the infrastructure of terrorist groups still remain intact in Pakistan with respect to infiltration as also supply of arms and ammunition. The report says communication centres also remain operational and training camps have been relocated as subterfuge. The funding of terrorist groups is also on.

Intelligence inputs indicate use of satellite phones by terrorists as alternate and secure means of communication. The report states that content analysis of signal traffic have revealed that ‘‘communication controls from Pakistan/PoK are still passing instructions to give strategic and tactical guidance to the terrorists on the ground, coordinate logistics, execute operational plans and relay provocative speeches of their religious leaders.’’

It says the Government has maintained and reiterated that the resolution of all problems lies in peaceful means, and accordingly, has ‘‘kept its door open for dialogue with different organisations/sections of people in J-K.’’

The report expresses concern at the ‘‘proliferation of Indian terrorist outfits in Bangladesh’’ and says the Government is pursuing diplomatic initiatives with Dhaka. Insurgent groups operating from bases in Bangladesh enjoy the patronage of the BDR, ‘‘which not only facilitates in setting up their camps and acquiring needful logistics but also extends them security cover.”
