Prime Minister Narendra Modi on Sunday claimed that the Congress had been unwilling to accept Tejashwi Yadav as the INDIA bloc's chief ministerial candidate and relented only after the RJD pointed a "katta", an unlicensed country-made gun, at its head.
The PM made the statement on the campaign trail in Bihar, where he addressed back-to-back rallies in Bhojpur and Nawada districts, and highlighted the RJD's reputation for alleged strong-arm tactics and its troubled equations with alliance partners.
"The Congress never wanted to announce the chief ministerial candidate in favour of the RJD. The RJD secured it by placing a 'katta' on the head of the Congress. They have learnt their lessons in the school of 'jungle raj'. Such elements can never do good for Bihar," he alleged. Modi said Congress wanted to defeat the RJD in the Bihar polls, and urged people to wait for the second phase of polling to be over on November 11 "to see them fighting".
Without mentioning Congress leader Rahul Gandhi or Yadav by name, the PM said, "The crown prince of 'jungle raj' has been wary that the 'Voter Adhikar Yatra' of the other 'yuvraaj' may be denting his own prospects. Hence, the RJD has put up its candidate against the state president of the Congress. Let the polls be over. The two allies will be breaking each other's heads." The allusion was to the reserved Kutumba seat, where the RJD had reportedly planned to field a candidate against sitting MLA and state Congress president Rajesh Kumar. Although the RJD decided against doing so, the two allies have ended up in "friendly fights" at a number of places.
The PM also predicted a "record victory" for the ruling NDA, which would continue providing a government that was "upright" and "foresighted" and build a "developed Bihar" that was necessary for "Viksit Bharat".
"'Jungle raj wallahs' are set to get the worst drubbing in history. The people of Bihar have not forgotten the 'jungle raj'," he added. The PM, who was visibly pleased with the huge turnouts, said, "Analysts sitting in Delhi, who are racking their brains over poll arithmetic, would do well to come here and experience for themselves which way the wind is blowing".
Modi said the manifesto released by the NDA last week was honest and put forth a vision for the future, unlike the charter of promises of the INDIA bloc, which was "a dossier of lies". He also envisaged a future in which people of the state will not migrate under economic compulsions and "the youth of Bihar will work in Bihar and make their motherland proud".

Union Home Minister Amit Shah on Sunday vowed to make Bihar free from floods if the NDA retains power and claimed that the INDIA bloc would create "three portfolios of murder, kidnapping and extortion" if the opposition alliance gets a chance to form a government in the state.
Shah also urged people to vote for the NDA to "check the recurrence of 'jungle raj' witnessed during the RJD regime" in the state.
Addressing election rallies in Muzaffarpur and Vaishali, Shah appealed to electors to "cast votes to prevent the return of 'jungle raj' that saw kidnappings, murders, atrocities". "If voted to power, the NDA will make Bihar flood-free. It is our pledge. We will set up a separate ministry to ensure that Bihar is saved from flood fury," Shah said.
He also said Prime Minister Narendra Modi has "chalked out a scheme to ensure water from Koshi, Ganga, and Gandak rivers reaches farmers' fields for irrigation in Bihar".
In a blistering attack on the family of RJD supremo Lalu Prasad, the former BJP president warned that if Tejashwi Yadav becomes chief minister, Bihar would see the birth of "three new portfolios".
"If Lalu's son (Tejashwi) becomes Bihar chief minister, three more new portfolios will be created to oversee kidnapping, extortion and murder...Your votes for the NDA will save Bihar from RJD's 'jungle raj'. Efforts are underway to bring back 'jungle raj' with new faces," Shah alleged. He also claimed that "infighting is underway among 'Mahagathbandhan' constituents in Bihar", but five NDA allies were committed to taking the state to new heights.
Shah termed the NDA allies - the BJP, JD(U), Chirag Paswan's LJP (RV), HAM, Kushwaha's party as the five 'Pandavas' and said they will "ensure Bihar's prosperity".
On the other side, he accused Prasad and Congress leader Sonia Gandhi of "trying to make their sons the Bihar chief minister and the prime minister, respectively," and asserted that both posts "are not vacant". "Lalu & company and Rahul & company indulged in Rs 12 lakh crore scams and corruption," Shah alleged.
He claimed that Bihar CM Nitish Kumar's 20-year rule and PM Modi's 11-year regime at the Centre were fully "transparent with no corruption charges levelled". He asserted, "Lalu (RJD's regime) gave only Rs 2.80 lakh crore to Bihar in 10 years, whereas Modi allotted Rs 18.15 lakh crore between 2014 to 2025" for the state's development.
"We will set up over 50,000 cottage industries, and will invest Rs one lakh crore in agriculture infrastructure. Can Lalu-Rabri or Sonia do such development works?" he questioned.
Promising restoration of the lost glory of the Licchavi period in Vaishali, the home minister urged people to vote for NDA to "stop the return of 'jungle raj' of Rabri Devi and Lalu Prasad during which the state saw massacres, kidnappings, murders, atrocities and other crimes".
Mega Industrial Park will be set up in Vaishali on 1,243 acres of land, and this will guarantee jobs to thousands, Shah said.

Congress leader Rahul Gandhi on Saturday accused Prime Minister Narendra Modi of asking the youth to watch social media reels to divert attention from the country’s unemployment crisis. Campaigning in Begusarai, he said the Prime Minister could “do anything for votes,” even perform yoga asanas if asked, and added that if the Congress forms the government in Bihar, it will represent all communities, not any particular caste.

A delegation of foreign diplomats from embassies of Japan, Indonesia, Denmark, Australia, the UK, Bhutan and South Africa began a two-day visit to Bihar on Sunday to observe the BJP's election campaign and India's democratic process.
"The visit under the 'Know BJP' initiative, launched by party president J P Nadda, is to familiarise the diplomats with the functioning, outreach and organisational strength of the BJP, as well as to provide an on-ground understanding of India's electoral engagement at the grassroots level," said Vijay Chauthaiwale, the BJP's foreign affairs department in-charge.
Congress leader and NSUI in-charge Kanhaiya Kumar on Saturday criticised the NDA's election manifesto, saying the ruling alliance has failed to list any concrete achievements despite being in power for two decades and is instead resorting to blaming opposition parties.

Union Minister Dharmendra Pradhan on Saturday attacked CPI(ML) Liberation leader Dipankar Bhattacharya over his comments on NDA trying to gain votes by creating "fear of jungle raj" in Bihar, saying he is trying to hide from a brutal truth, and reminded him of the killing of Left activist Chandrashekar Prasad in 1997.

Samajwadi Party chief Akhilesh Yadav on Saturday claimed the results of the Bihar elections will shake the foundation of the BJP-led government at the Centre.

The Election Commission ordered the transfer of Patna SP (Rural) following violence after murder of Jan Suraaj Party supporter in Bihar's Mokama, news agency PTI reported.
The commission also ordered disciplinary action against SDO Barh Chandan Kumar, Barh-2 SDPO Rakesh Kumar and suspends SDPO Barh-2 Abhishek Singh in connection with the Assembly constituency violence.

BJP president JP Nadda on Saturday alleged that the RJD wants to bring back 'jungle raj' in Bihar if it is voted to power, and nominating late gangster-turned-politician Mohammad Shahabuddin's son points to it.
Addressing election rallies in Siwan and Muzaffarpur virtually as bad weather prevented him from reaching the venues, Nadda alleged that kidnapping had become an industry during 'jungle raaj' (lawlessness) and ransom used to be settled at the then CM's house.
"Bihar witnessed 'jungle raj' under the RJD regime. There was complete anarchy in the state. Law and order had collapsed, and along with that, an industry of kidnapping started growing here," he alleged.
"Siwan had witnessed the terror of Sahabuddin, and once again, RJD nominated his son in the assembly polls. Lalu Prasad's party wants to bring 'jungle raj' back to Bihar," he alleged.
Nadda alleged RJD "culture and its DNA" have not changed, and that was the reason Shahabuddin's son Osama Shahab was fielded in this election.--PTI
Congress general secretary Priyanka Gandhi Vadra on Saturday launched her assembly poll campaign in Bihar, and claimed that neither the people nor Chief Minister Nitish Kumar were getting respect as the double-engine government was being "run from Delhi".
Vadra, who was scheduled to address two rallies during the day, had to cancel the one at Khagaria as her helicopter could not take off due to bad weather. She, however, travelled by road from Patna for the election meeting in Begusarai.
Before leaving for Begusarai, she briefly interacted with journalists here, criticising the NDA for "failing" to fulfil poll promises during the two-decade-long rule in Bihar, and voicing confidence that the INDIA bloc will form the next government.--PTI
The CPI(M), which is a part of the opposition INDIA bloc, on Saturday issued its manifesto for the assembly elections in Bihar.
Releasing the manifesto of her party, senior CPI(M) leader Brinda Karat charged the ruling NDA with carrying out a "negative campaign" in the assembly elections and slandering opposition leaders out of "desperation".

When the RJD lost power in Bihar in 2005, Tejashwi Yadav, the current Chief Minister face of the Opposition, was barely 16 years old. Yet, over every election Tejashwi fights, the shadow of the RJD’s ‘jungle raj’ looms large. BJP MP Manoj Tiwari on Friday said the NDA’s joint poll manifesto for the upcoming Bihar elections is a roadmap to transform the state’s economy and development trajectory.
Stressing on promises, he said the alliance has resolved to create one crore government jobs and employment opportunities over the next five years. The manifesto also pledges to set up a centre of sports excellence in every district and provide financial assistance of up to Rs 2 lakh to women under the Mahila Rojgar Yojana. Addressing a rally in Bihar, Uttar Pradesh CM Yogi Adityanath said, “The NDA had promised in Uttar Pradesh that it would end the mafia rule and put a stop to riots, and we have delivered. Uttar Pradesh Chief Minister Yogi Adityanath on Friday charged Congress' Prime Minister Jawahar Lal Nehru with having “insulted” Rajendra Prasad, the country's first President, by asking him not to attend the inauguration of a renovated Somnath temple.
The senior BJP leader made the remark while addressing an election rally in Siwan district of Bihar, which was the birthplace of Prasad.
“The Congress has been rejected by the people of Bihar because it has insulted stalwarts like Sardar Vallabh Bhai Patel, Babasaheb Ambedkar, Rajendra Prasad and Karpoori Thakur. Even the party's own former president Sitaram Kesri, who belonged to this state, was humiliated," Adityanath alleged.
He also claimed that when "Rajendra babu decided to attend the inauguration ceremony of the Somnath temple in Gujarat, Congress' Prime Minister Nehru told him that he must not go there".
"But for Rajendra babu, it was a matter of faith, and he said he would choose to give up his post rather than not attending the function," the Uttar Pradesh chief minister said at the rally.

Congress leader Ashok Gehlot Friday claimed that the ruling NDA released its manifesto for the Bihar assembly elections in a press conference that lasted only 26 seconds, as they are afraid of facing questions from journalists.
Addressing a press conference here, Gehlot termed the NDA's manifesto a “string of lies”.
He also wondered why Deputy Chief Minister Samrat Choudhary, and not CM Nitish Kumar, spoke about the manifesto.
“Was he (Kumar) not in a position to speak about it?” the Congress leader asked.
Congress Rajya Sabha MP Akhilesh Prasad Singh, who is also present at Gehlot's press meet, claimed that Nitish Kumar not being allowed to speak on the manifesto was a disrespect for Bihar and Biharis.
Gehlot said, “NDA leaders' press conference lasted merely 26 seconds. They were afraid of the questions that may have been asked by reporters about their governance.” They should have begun their press conference with a report card of their 20-year rule, he said.

Deputy Chief Minister Samrat Choudhary announced that if the NDA comes to power, its government will provide Rs 10 lakh to individuals from the Extremely Backward Class (EBC) category and establish a commission chaired by a Supreme Court judge.
The party’s manifesto also includes plans to build seven expressways and ten industrial parks, offer free quality education from kindergarten to post-graduation, and give Rs 2,000 per month to Scheduled Caste (SC) students pursuing higher education.
Other highlights of the 69-page manifesto include developing a world-class medicity, setting up a medical college in every district, providing free ration and medical treatment worth Rs 5 lakh, and constructing 50 lakh additional pucca houses.
