Outstanding investments on hand in the country have declined substantially over the last four year. This is partly owed to delays in commissioning and abandonment of old proposals. Moreover, fresh investment proposals have slowed down considerably.

According to the Centre for Monitoring Indian Economy, fresh investment proposals during the first half of 1998-99 barely offset the investment projects completed or abandoned. The more concerning fact is that a lot more proposals are suspected to have been abandoned, but there is no information on these. As against Rs 81,384 crore thus out of count of ongoing investments, only Rs 104,367 crore of new investments were announced during the first half of this fiscal.
