Even as the high voter turnout of about 56.3 per cent in Delhi stumped both the BJP and Congress, the Congress mainly benefited from the huge turnout in unauthorised colonies in Outer and East Delhi.

While the Congress is attributing its success to the central government8217;s move to regularise the 1,600 unauthorised colonies, party insiders say the delimitation of constituencies benefitted the party.

8220;Most unauthorised colonies are in either East Delhi or Outer Delhi. Following delimitation, Outer Delhi was trifurcated and a huge number of voters went to South Delhi, which meant it was no longer an urban and upscale locality,8221; says a senior Congress leader, pointing out that most of the South Delhi constituencies were swept away by the Congress. 8220;Urban voters in most constituencies, with the exception of West Delhi, were no longer concentrated, so that helped the Congress.8221;

Voters in unauthorised colonies outnumbered the ones in urban and regularised colonies.

8220;East Delhi was always a Congress stronghold and the regularisation of colonies worked for the party,8221; he said, pointing to the party8217;s victory in Wazirpur and Adarsh Nagar, dotted by unauthorised colonies.

Voter turnout in areas like Ambedkar Nagar, Dakshinpuri, Jehangirpuri, Prem Nagar and Mongolpuri touched nearly 60 per cent, and despite the presence of BSP in most colonies that fall under the reserved constituencies, the voters mainly went with the Congress. BSP could secure only two seats8212;Gokulpuri and Badarpur.

Sangam Vihar, one of the city8217;s largest unauthorised colonies, however, was an exception and former IPS officer Amod Kanth, who was roped in to woo the Bihari migrant voters, lost to BJP8217;s S C L Gupta.

In Jamia Nagar also, polling results showed that most votes for Congress8217; Pervez Hashmi came from rural areas like Okhla, Madanpur Khader and Ali village. Voters in Jamia Nagar, that comprises seven unauthorised colonies, mainly voted for RJD candidate Mohammad Asif.
