
Hailing the Supreme Court verdict allowing OBC quota in higher education institutions as 8220;historic8221;, HRD Minister Arjun Singh on Thursday said the issue of creamy layer who have been excluded would be addressed by the Union Cabinet.
8220;We have to sort it creamy layer issue out. The matter will have to go to the Cabinet,8221; Singh told reporters, shortly after the apex court upheld the 27 per cent quota for OBC students in Centrally funded institutions of higher learning including IITs and IIMs.
Singh said he would certainly take the creamy layer issue to the Cabinet and would also try to meet Prime Minister Manmohan Singh in this regard.
Suggesting that the OBC quota could be put in place in a staggered manner, he said 8220;our effort is to implement it as soon as possible8221; and nothing now stood in the way on its implementation.
Singh said it also depended on the available infrastructure in various institutions which should be a determining factor on the implementation. Law also provided for staggered implementation, he said adding 8220;we will try whatever we can do8221;.
Asked whether the government could overrule the decision of the Supreme Court on the creamy layer issue, he shot back 8220;how can the government overrule8221;. 8220;This is a very historic judgement. Hundreds of students belonging to OBC category will be benefited by it,8221; Singh, who championed the cause of OBC reservation, said.
