BILASPUR, July 19: Unexpected elevation of K.K. Kaushal as chairman of Himachal Pradesh State Cooperative Bank has caused flutter in the rank and file of BJP here in the district.

Kaushal, who lost to Ram Lal Thakur Congress, had joined the BJP on the eve of last assembly polls. He had been a CPI leader and was a legislator representing CPI from Kotkehloor in 1990. He is perhaps the first BJP leader to have been quot;rehabilitatedquot; politically after the formation of BJP led government in HP.

The BJP leaders question how he has been given priority over those who had been founder members here in district and the state.

Party insiders quote the case of Nagin Chander Pal from Arki, who has been senior minister in Shanta ministry and even state president of the party. If the quot;principlequot; of quot;rehabilitationquot; is followed Pal should have been preferred over others as he too lost to Congress candidate this time. If service to party is any criteria, then many senior leaders in the party are without quot;positionquot;, including those who had contested and lost in last assembly elections. These include K.D. Dharmani, a staunch supporter of Chief Minister P.K. Dhumal.

The district already has Health Minister in J.P. Nadda, state party president in Suresh Chandel, national executive member in Ram Dass Thakur, and now chairman of state cooperative bank in K.K. Kaushal. R.R. Kondal is waiting for ministerial berth in the next expansion of Dhumal ministery.
