The BJP on Thursday dismissed as a ‘‘stale and pale document without substance’’ the Congress chargesheet against the Vajpayee Govt and said it would prove ‘‘counter-productive’’ for the main Opposition party. ‘‘The chargesheet is a stale and pale document, a hallucination without substance, a chargesheet without any new charge,’’ party chief M.
