SIR Form Fill Last Date 2025: The Election Commission of India is conducting the Special Intensive Revision (SIR) 2025 of electoral rolls across multiple states and UTs. SIR Form Fill Last Date 2025: The Special Intensive Revision (SIR), which has had the political circles on the boil for months now, comes to an end today. The process, which began in Bihar ahead of the Assembly elections, was extended to 12 states and Union Territories.

Phase-II of the exercise covered nearly 51 crore electors across 9 states. The exercise was conducted in Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal and 3 UTs of Andaman and Nicobar Islands, Lakshadweep, and Puducherry. The exercise spanned 321 districts and 1,843 Assembly Constituencies (ACs). The last date to submit the enumeration form in all the states and UTs is today, December 11.

What is SIR?

The Special Intensive Revision is a detailed verification exercise carried out when the ECI finds that the annual “Summary Revision” is insufficient to ensure the accuracy of electoral rolls. The process includes door-to-door checks, pre-filled forms, digital submissions and fresh scrutiny of existing voter information.

Under Article 324 of the Constitution, the ECI has full authority to supervise and update voter lists. Section 21 of the Representation of the People Act, 1950, further empowers the Commission to order an intensive revision if the rolls are found to contain errors.

Why is SIR was undertaken now?

According to the Election Commission, routine yearly updates are no longer enough to address long-standing inaccuracies. India has not conducted a nationwide house-to-house revision since 2002–2004, resulting in issues such as:

  • Names of deceased or relocated voters still on the rolls
  • Multiple registrations of the same individual
  • Voter numbers rising faster than population estimates

With major state polls expected in 2026, the ECI aims to create an accurate, transparent and legally sound voter list.

What does the SIR form include?

The form has four main components:

1. Pre-filled information

BLOs bring a printed form listing your name, EPIC number, address, part and serial number, constituency and photograph. Voters must verify all details, as the ECI is updating unclear or outdated photos.

2. ‘Legacy linkage’ — the key new feature

The 2025 SIR introduces a requirement to trace your name — or a parent’s/relative’s name — to the last intensive revision from over 20 years ago. The ECI has digitised these old rolls on voters.eci.gov.in. You will need to provide the earlier name, relationship, old EPIC (if available) and the earlier assembly details.

3. Updated personal details

Voters must share their date of birth, mobile number, parents’ or spouse’s names, EPIC number and, optionally, Aadhaar.

4. Mandatory declarations

Citizens must confirm their nationality, state that they are not registered elsewhere and verify the accuracy of all information provided.

What should voters do as the deadline ends today?

1. Finish the enumeration

BLOs may visit up to three times. When contacted, verify your details, provide legacy linkage information, sign the form and note the submission date. If no BLO has visited, you can complete the process online through https://voters.eci.gov.in by linking your mobile number, filling the form and submitting it (Aadhaar-based e-Sign is optional). You can also contact your BLO using the “Know Your Polling Station” tool.

Why SIR matters

The Commission is conducting its most comprehensive clean-up of voter rolls in two decades. Missing the verification process or ignoring the form could result in your name being excluded from the draft or final lists and, ultimately, bar you from voting in upcoming elections. Early verification, timely submission and checking the draft roll are essential to ensure your voting rights remain intact.
