The Madhya Pradesh Cabinet Monday approved a draft legislation to empower district collectors to confiscate any vehicles used to transport cows for slaughter.
Under existing provisions of the Madhya Pradesh Cow Slaughter Prohibition Act, 2004, the magistrate used to decide whether a cow was being transported for slaughter or illegal trade. The cabinet has approved a Bill to amend this.
“Until now, in the case of transportation of cattle, there was a provision to seize the cattle, but the vehicles used for transportation were not confiscated because the collector had no authority under the rules. Today, this authority has also been given to the collector. Just as the district magistrate has the power to confiscate in excise cases, similarly, the collector has now been given the authority to confiscate vehicles used for cattle transportation,” said Urban Administration Minister Kailash Vijayvargiya.
The Cabinet also approved a Bill to take action against landowners for abandoned open borewells.“We often see that borewells are left open and children fall into them. Until now, there was no fixed responsibility for this. Today, the Cabinet has decided to fix responsibility.
The person who drills the borewell will be responsible for closing it after drilling,” Vijayvargiya said.
He said “if the landowner who had the boring done does not close the borewell, action will be taken against them as well”.
“If neither closes it, the state government will close it and recover the cost with a penalty from them,” he said.
