Jaipur-Mumbai train shooting: Everything you need to know about the incident

A Railway Protection Force (RPF) constable on escort duty fired 12 rounds from his automatic service rifle, first killing his senior and then three passengers on board the Jaipur-Mumbai Central Superfast Express early Monday.

Constable Chetan Singh, 33, shot dead his senior, Assistant Sub-Inspector (ASI) Tikaram Meena (57), before turning to the passengers, the Government Railway Police (GRP) said. The deceased passengers were identified as Abdul Kadarbhai Mohammed Hussain Bhanpurwala (48), a resident of Nalasopara in Palghar, Asgar Abbas Sheikh (48), a resident of Madhubani in Bihar, and one Sadar Mohammed Hussain.

In a video, shot by fellow passengers, Singh, standing next to a body,is purportedly heard saying: “… Pakistan se operate hue ye, aur media yehi coverage dikha rahi hai, unko sab pata chal raha hai ye kya kar rahe hain… Agar vote dena hai, agar Hindustan mein rehna hai to mai kehta hoon Modi aur Yogi, ye do hain.” Officials said they were checking the authenticity of the video. “Its location and authenticity cannot be established. It can also be morphed. Matter is under investigation,” Sumit Thakur, spokesman for Western Railway, said in a statement.

    ‘Seniors tried to make him understand, but Singh was not ready to listen’

    As per the FIR, the accused constable Chetan Singh had reported that he was unwell due to which he wanted to be relieved from duty few hours before his shift ended but as his seniors insisted on completing his duty, it agitated him following which he shot  Assistant Sub-Inspector (ASI) Tikaram Meena (57) and three other passengers in the speeding train.

    Meena was trying to explain to Singh that they will reach Mumbai in two or three hours and insisted on completing his duty, said another RPF constable Amay Acharya.

    Meena had even called their Assistant Security Commissioner Sujit Kumar and even he tried to make him understand but Singh was not ready to listen to anyone,  Acharya said.

    "Even I intervened in between and tried to make him understand, but he was not listening to either of us,” he added.

    Railway Board forms high-level panel to probe train firing that left four dead

    In view of the incident, the Railway Board has set up a high-level committee to conduct a "comprehensive inquiry" into the firing on board the Mumbai-bound train.

    The committee will be headed by Additional Director General (ADG) of the RPF,  and has five members. It has been asked to submit a report to the board in three weeks.

    An ex-gratia of Rs 10 lakh has also been announced for passengers who died in the incident.

    Accused faced indiscipline complaints earlier

    The accused Chetan Singh got transferred to Mumbai in March this year and had complaints against him earlier for “indiscipline and insubordination”.

    Some railway officials said that he was short-tempered and Singh’s colleagues had lodged official complaints against him. As per Western Railway RPF records, Singh had complaints of “insubordination” while he was posted in Ujjain over five years ago, said a senior RPF official. His colleagues had complained of misbehaviour and indiscipline about Singh, he added.

    The official, however, said that recently there have been no complaints against him and no inquiry was pending against him.

    ASI Tikaram Meena was months away from retirement

    RPF Assistant Sub-Inspector (ASI) Tikaram Meena, who was shot dead on board the Jaipur-Mumbai Central Superfast Express, was only nine months away from retirement, his family members said Monday.

    Tikaram's daughter Pooja Meena was inconsolable as she arrived at Kandivali’s Shatabdi hospital to collect his body. His son-in-law Premraj Meena, also a railway employee, said, “This is unbelievable. Barely a year of his service remained and this has happened.”

    Tikaram’s wife and son live in their native place Sawai Madhopur in Rajasthan, while Tikaram lived in Dadar’s railway quarters.

    Chetan Singh got the job in 2009 on compassionate grounds

    According to a senior RPF official, Chetan Singh got the job in 2009 on compassionate grounds following his father’s death in service. His father Bacchu Singh was an assistant sub-inspector (ASI) with RPF, posted in Mhow, Madhya Pradesh.

    Hailing from Meetai village in Hathras of Uttar Pradesh, Singh rejoined duty after a 12-day leave on July 18. His wife Renu Singh, a homemaker, eight-year-old son and six-year-old daughter live in Mathura, while his mother is in an old-age home.

    Chetan Singh tried to flee after firing shots

    After firing the shots, Singh was nabbed with his weapon while trying to flee after passengers pulled the chain of the train which stopped near Mira Road station (on the Mumbai suburban network) at around 6 AM, news agency PTI reported.

Happy to be proven wrong #JaipurMumbaiExpress,” Owaisi tweeted referring to a video by another person circulating on Twitter.

    Ex-gratia of Rs 25 lakh announced for kin of ASI Meena

    Chetan Singh was arrested under section 302 (Punishment for Murder) of the Indian Penal Code, the Arms Act, and the Railways Act.

    An ex-gratia of Rs 25 lakh has been announced for the kin of the deceased ASI Meena, a senior Western Railway official said, news agency PTI reported.

    Meena's kin will be given Rs 15 lakh from the Railway Suraksha Kalyan Nidhi (fund), apart from funeral expenses of Rs 20,000. His kin will also get a sum from the death-cum-retirement gratuity and group insurance scheme, as per officials.
