Special squads to ensure implementation of RTE

RTE Act,in its diluted form,has been implemented in the state since 2010.

The government will set up special five-member squads in all districts to ensure effective implementation and monitoring of Right of Children to Free and Compulsory Education Act in the 1 lakh schools in the state.

The government is worried RTE Act has not led to desired improvement in the 1 lakh primary and secondary schools with 1.8 crore students and 32,573 private schools — 20,455 aided — in the state.

RTE Act,in its diluted form,has been implemented in the state since 2010. However,the government has said that in its true spirit,which is with a reservation of 25 per cent for students from economically and socially backward sections in unaided schools,the Act would be implemented from March 2013.

Education officers and heads of urban local bodies have been tasked with monitoring the implementation but the state is apprehensive.

“Despite the rules,effective supervision is not happening,” joint secretary N U Raurale said.

The state has,therefore,issued a circular asking CEOs of zilla parishads to set up roaming squads comprising five members to monitor implementation of RTE Act in all schools.

Two officers from zilla parishad,one from the education department and two educationists will form each squad.

The squads,which will become operational by June 2013,have been asked to not only ensure implementation of RTE but also question students to check the quality of education being imparted.
