Even CPIO doesn’t know RTI law

Even four years after the Right to Information Act was implemented,the Public Information Officer of MCD-funded Hardayal Library accepted before the CIC that he did not know the law hence rejected the application.

Even four years after the Right to Information Act was implemented,the Public Information Officer of MCD-funded Hardayal Library today accepted before the CIC that he did not know the law hence rejected the application seeking details of mass appointments.

The Commission lambasted Librarian Madhukar Rao for the ignorance of law despite holding the position of CPIO and imposed maximum penalty of Rs 25,000 as there was a delay of more than 100 days in providing information.

“The PIO was asked to justify even at this late date how releasing the information would impede the process of investigation…the PIO is not able to give any justification for this position and it is evident that he had initially denied this information,” Information Commissioner Shailesh Gandhi said.

The information was sought in the case related to a mass appointment of over 900 Library staff during the tenure of Congress Leader Farhad Suri as Mayor of national capital in 2006-07,which were later annulled when BJP came to power in the civic body.

Activist S C Agrawal had demanded crucial information pertaining to the appointments and the same was rejected by the Library officials who were part of scrutiny committee which recommended names for appointments.

“The Commission finds it a fit case for levying maximum penalty on Madhukar Rao,PIO and Librarian,” Gandhi said.
