The case has raised a question mark on the procedure of issuing an arms licence. DCP (Admin) Jayant Naiknavare said,“After the office receives an application — most of which cite threat to life as the reason for obtaining an arms licence — it is sent to the police station in whose jurisdiction the applicant resides. The inspector verifies the threat and sends the application to the commissionerate.” The application is reviewed by police officers of ACP and DCP rank and sent to the police chief,who is the issuing authority. “For issuing a duplicate licence,an officer of the ACP rank does the needful. In this case,the entry was forged.”
