A three-member Congress committee constituted to look into the outburst of former deputy speaker, Bir Devinder Singh, Thursday recommended his expulsion from the party on disciplinary grounds even as the latter failed to respond to the showcause notice issued to him.
The committee headed by Congress MLA Sukhjinder Singh Randhawa has submitted a three-page report to Punjab Congress president Capt Amarinder Singh for further action.
While refusing to divulge details of the report, Randhawa said that it was upto the party president to take further actions against Bir Devinder. According to sources, the special committee met at PPCC Thursday and checked Bir Devinder’s record to find out about the number of times he had spoken against senior Congress leaders in the past.

Bir Devinder was put under suspension by Capt Amarinder Singh on April 1 and was given a showcause notice on April 7 as to why further action should not be taken against him. While Bir did not respond to the showcause notice, he told the Indian express Wednesday that he had not received any suspension order or notice. According to Randhawa, Bir was issued a showcause notice by Amarinder but the party leadership had not received his reply yet. He also said that while they waited for him in Congress Bhawan Thursday but did not receive any communication from Bir’s side. Bir Devinder had made it clear that he would not apologise to anyone as he had not made any mistake. He had urged Captain Amarinder that charges against him be probed by a senior party leader instead of Sukhjinder.
Bir had, through a newspaper column, hit at Amarinder by calling him an inaccessible leader. Amarinder had responded in the same column the next day.
