ACB books Jamnagar engineer for disproportionate assets worth Rs 2.31 crore

In his complaint, ACB Inspector Doshi stated that Sedani had amassed assets worth Rs 10.26 crore over the last 10 years beginning from January 2006. However, his income from all known sources, including loans came to around Rs 7.94 crore. Thus, he held disproportionate assets worth Rs 2.31 crore.

A deputy engineer of Jamnagar Municipal Corporation who has been removed from service was booked by Anti-Corruption Bureau under Prevention of Corruption Act (PAC) on Tuesday for allegedly possessing disproportionate assets worth Rs 2.31 crore.

Acting on an application, Jamnagar ACB inspector Himanshu Doshi filed a complaint against JMC deputy engineer Jagdish Sedani. Based on the complaint, Sedani was booked under PCA Sections 13 (1)(e) for assets held by a public servant disproportionate to known sources of his income and 13 (2) for criminal misconduct by a public servant.

In his complaint, Doshi stated that Sedani had amassed assets worth Rs 10.26 crore over the last 10 years beginning from January 2006. However, his income from all known sources, including loans came to around Rs 7.94 crore. Thus, he held disproportionate assets worth Rs 2.31 crore.

Soon after the FIR was lodged against the engineer, ACB teams from Rajkot, Junagadh and Bhuj launched a search operation at Sedani’s residence in Jamnagar and other properties. Residence of a clerk he had employed and Sedani’s father’s home were also searched.

“We are going through documents and other property details. We have asked Sedani to account for Rs 2.31 crore worth of assets which we suspect are prima facie disproportionate,” ACB inspector of Rajkot, Jayendrasinh Zala told The Indian Express.

Meanwhile, JMC said that the 49-year-old Sedani had been “removed” from service.

“After receiving scores of complaints about Sedani wrongly interpreting laws and extending undue advantages to applicants when he was town planning officer, we had transferred him to solid waste management department and initiated a departmental inquiry against him last year. After the inquiry, all charges were proven against him and therefore, we removed him from service in the second week of April this year,” Jamnagar municipal commissioner Harshad Patel said.

The municipal commissioner said that “removal from service” was an administrative decision taken by his office and that it was one step short of dismissal from service. “He was accused of approving building plans without due diligence and allowing construction even near protected monuments,” Patel elaborated.

The municipal commissioner said that standing committee of the JMC was authorised to take decision about his dismissal of the Grade-B employee from service.
