High Court rejects petition against CBSE grade system

A plea seeking quashing of a move by the Central Board of Secondary Education to introduce the grading system in classes IX and X,besides abolition of the examination in Class X,was dismissed by the Delhi High Court on Tuesday.

A plea seeking quashing of a move by the Central Board of Secondary Education (CBSE) to introduce the grading system in classes IX and X,besides abolition of the examination in Class X,was dismissed by the Delhi High Court on Tuesday.

“I have gone through the grounds urged in the petition. The petitioner is seeking intervention of this court on matters that are prohibited. There is no merit in the petition. The same is dismissed,” said Justice Rajiv Sahai Endlaw. The CBSE had come up with two notification for introduction of grading system for academic year 2010-2011.

Challenging CBSE’s circulars of September 20 and 29,2009,for introduction of the grading system, petitioner Independent Schools’ Federation of India had said these circulars were not issued in accordance with the National Curriculum Framework and they needed to be set aside. The court rejected the petitioner’s argument. It also rejected the contention that the CBSE has failed to consider its suggestions before introducing the system.

According to the association, the circulars were not reformative as intended in the National Curriculum Framework and, instead, placed multifold burden on the students, increased the workload of teachers and aimed to produce a domineering attitude among teachers, which would be detrimental to the interest of students.
