CONGRESS WHIP in Lok Sabha Manickam Tagore has written to Prime Minister Narendra Modi, flagging “omission of OBC reservation in the latest ICAR (Indian Council of Agricultural Research) recruitment notification” .

As per the letter, the notification, dated August 25, 2025, for the post of personal assistant at ICAR Headquarters and its institutes mentions 114 vacancies, with unreserved category getting 75 seats, while 25 seats are reserved for Scheduled Castes and 14 for Scheduled Tribes.

“It is extremely disheartening to note that no reservation has been provided for the OBC category, which as per Government of India norms is entitled to 27% reservation in direct recruitment posts under the Central Government and its autonomous bodies,” Tagore wrote in the letter.

“This omission appears to be in violation of the constitutional provisions and Government of India guidelines on reservation for the Other Backward Classes (OBC). ICAR, being an autonomous body under the Ministry of Agriculture & Farmers Welfare, is bound to comply with these norms,” he wrote, demanding “immediate withdrawal and revision of the said circular and a public clarification from ICAR and the Ministry regarding this violation”.

In his letter, he also urged the PM to take this matter “seriously and ensure that constitutional provisions for reservation are strictly followed by all government departments and autonomous bodies”.
