Former Union minister and BJP MP Rajiv Pratap Rudy has been raising the issue of Bihar’s “backwardness” for some time. But unable to get “adequate attention” into the issue, he has now embarked on a different path, on which he is “walking independently” but where “the party will benefit ultimately”.

Rudy has made documentaries on “Why Bihar is a backward state despite having Biharis at the forefront everywhere” and is travelling across the state. He says he has already covered 14 districts and the campaign will run until the next Assembly polls. The BJP leader says he has realised that “caste is a reality” in Bihar politics and has organised a Thakur Sammelan — to tell members of the community that they cannot be a “forward” (caste) as long as the state is “backward”.

Bench-Side View

Chief Justice of Kenya, Martha K Koome, on Tuesday saw the post-lunch proceedings before a five-judge Constitution Bench of the Supreme Court in the Shiv Sena crisis matter. Introducing the guest to the Bar, CJI D Y Chandrachud said Justice Koome is the first woman chief justice of the eastern African nation and has written “extensively, including on issues pertaining to Constitutional law in India”. The CJI said she had recently written a judgment on the extent to which the basic structure doctrine will apply in Kenya, and that she was part of the Bench which decided on recognition of LGBTQ rights in the country.

Notice Returned

DMK Rajya Sabha member P Wilson on Tuesday requested Chairman Jagdeep Dhankhar to suspend House proceedings under Rule 267 to discuss the return of Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Bill, 2022, by Governor R N Ravi. The DMK has repeatedly demanded Ravi’s relocation — the party alleges that he has refused to sign Bills passed by the state Assembly and has called his moves unconstitutional and undemocratic. Wilson said the order of business needed to be suspended to discuss the matter, which is of urgent public importance since 44 people have died in Tamil Nadu as a consequence of online gambling. Dhankhar returned the notice.
