While the state government is all set to rollout the amended policy for special townships in the state,Pune district already leads the pack with 14 projects,11 cleared and three awaiting local clearances. The eight largest metropolis in India and the second largest in the state,Pune is followed by Konkan which has five such projects. Though six such projects were cleared in Nagpur,none of them have taken off.
These projects were cleared after the November 16,2005,government resolution on townships. Only Pune and Konkan have opted for these projects that are usually spread over 100 acres. Pune with its IT and education tag is attracting investments and builders are willing to invest in such townships as against any other district in the state, said a senior officer of the Directorate of Town Planning in Pune.
Joint Secretary of Urban Development Department Rajan Kop hopes the number would go up after the amended policy,to be finalised soon,is rolled out.
From 0.2 Floor Space Index for economic housing to corridor development in the townships,as part of the Walk-to-Work policy as proposed by the chief minister,the sops is likely to attract more investors, said Kop.
The proposed special townships are residential in nature and these projects fall in two categories: agricultural and residential. The norms to set up townships include 100 acres of land in one stretch,an 18-metre-wide road in the existing land and getting it de-reserved under section 18 (B) of the Maharashtra Regional Town Planning Act 1966 and a letter of intent from the collector in 45 days. Pune and Konkan boasts of good infrastructure. Thanks to the large-scale migration,investors are keen to develop these areas.
The projects are presently only in these regions. Townships can only be developed in those districts whose regional plan (RP) have been cleared. RPs of 13 districts in the state have been cleared. Pune and Konkan are among them. The other divisions include Nashik,Aurangabad,Nagpur and Amravati but it has not elicited any response, said a town planning department official.
The special township projects needs clearances from the Ministry of Environment and Forests,Maharashtra Pollution Control Board and the Maharashtra Industrial Development Corporation. A 15 per cent bank guarantee on the master plan layout needs to be given to the goversnment and they are supposed to operate the project for 25 years.
Officials said the entire process takes at least six months. Among the projects cleared,work is on at Amanora Township at Hadapsar by City Corporation Ltd,Blueridge township in Hinjewadi by Flagship Developers,Nanded City at Nanded gaon on Sinhagad road by Satish Magar,Oxford city at Mauje Lavlhe,Kolte Patils I-Ven at Mauje Jambe at Mulshi,Kumar Igloos at Mauje Mhalunge,Eiffel Infocity at Mauje Dattawadi,Mulshi,Gulabakshi Realty,Mauje Bhugaon,Mulshi and Matrix Developers at Mauje Bhugaon,Mulshi.
These projects are ongoing. Work is yet to start at Mauje Phursungi by DSK Developers and Kadamvasti and LK Developers at Mauje Manjari Khurd. Location clearances are awaited for Phursungi DSK,Evihita Constructions,Mauje Darumbre,Maval and Talab Farm,Mauje Bhivri,Purandar, said a senior town planning official.
