Judicial Magistrate (First Class) Umeshchandra More issued orders to probe harassment charges against deputy commissioner of police Anil Kumbhare,assistant commissioners of Police Vinod Satav and Subash Dange,assistant police inspector Krantikumar Patil,IAS officer Makrand Pandurang Khetmalis and police constable S M Nalvade.

It was alleged that they had harassed,intimidated and beat up a 31-year-old man and forced him to break all contact with a woman,whom he was in a relationship for over 10 years.

According to the complaint filed by the victim Mahendra Dashrat Adsule,he and Neha Shinde (name changed) became friends in1998 while he was a studying at a college.

Soon,the friendship developed into love. Shinde then shifted base to Baramati for further studies and then shifted to Bengaluru as she got a job. Meanwhile,on Shinde’s request Adsule used to meet her in Bangaluru and was also a regular visitor to her residence in the city.

Later,she shifted back to Pune to prepare for UPSC exams. Meanwhile,she refused marriage offers as she was in love with him.

All was well between the two till she called him in April 2008 and said that her marriage have been fixed and cannot marry him due to family pressure. In a state of shock,Adsule told her that he would commit suicide. Once while they were speaking on phone,Khetmalis snatched the phone from Shinde and threatened him that he had connections with the police and would send him to Jail if he did not stop calling her.

Adsule’s lawyer Sushilkumar Pise said that,some days later on June 18,2008,Patil called him up and said that he had Shinde’s family adding that the police can do anything.

Pise said that on June 21,2008,Adsule received a call from the crime branch saying that a complaint has been registered against him and that he should come to the commissioner’s office for recording his statement. But to his shock,when he went to the commissioner office,the police kept a statement ready and he was forced to sign the paper.

On June 27,2008,he got a call from the police stating that ACP Vinod Satav has called him for a meeting. When he went to meet Satav,he abused and beat him ruthlessly,booked under section 509 (outraging modesty of women) of IPC and sent him to police custody.

Pise said that,a day later when he was released on bail,he got a call from Khetmalis. He threatened him by saying,“How was the treatment meted out to you by the police. I am an IAS officer; you dare not cross my path. I would destroy your life with my police connections.” He also ridiculed him by saying that he is a Mahar and from a lower caste. Later on many occasion,the police called him,beat him up and threw him in the lock up.

On one occasion,when he was produced before Kumbhare,he threatened him by saying,“you know how many accidents happen in Pune. Keep in mind you would die the same way.”

The court ordered that the complainant has alleged that the accused committed atrocities under various premises of the Scheduled and the Scheduled Tribe (Prevention of Atrocities act) 1989 and ordered that an investigation be conducted by a officer of the rank of Dy Sp.
