SCERT likely to draft syllabus for Class IX, X

SCERT Director Govind Nandede confirmed that the responsibility of drafting syllabus for Class IX and X has been given to the body and preliminary stage discussions have begun, but the government has not issued any official notification to this effect

From the new academic year, the responsibility of drafting the syllabus for Class IX, X is likely to be given to the Maharashtra State Council of Educational Research and Training (SCERT), which was until now being done by Maharashtra State Board of Secondary and Higher Secondary Examination (MSBHSE).

The move comes a week after Principal Secretary Nand Kumar announced in Pune the plan to make SCERT an autonomous body and give it more powers.

Confirming the development, Govind Nandede, Director, SCERT, said the preliminary stage discussions have begun and a proposal has been sought.

“The state government has not issued any notification to this effect but has given us some instructions. Until now, the script of the syllabus was being prepared by MSBSHSE. The responsiblity has been transferred not because of any issue with the former authority. Since at the national level, NCERT has been given some additional powers and elevated from being an academic council to an academic authority. Accordingly, at state level too, SCERT is likely to follow suit in taking over reins in certain academic matters,” he said.

However, Gangadhar Mhamane, Chairman, MSBSHSE, denied knowledge of any such move.

“We have not received any proposal yet. In any case, the syllabus is not up for review every year and happens only after a gap of few years when such a need arises. In our case, Class IX syllabus was revised in 2012-2013 and Class X the following year,” he said.

The syllabus is revised by subject-wise board of experts who are appointed after considerable scrutiny.

While the MSBSHSE already has a board in place, Nandede said there is no reason to change the composition of the board if the responsibility of setting the syllabus is given to SCERT.

AT present, SCERT mainly looks after teacher training programmes, development of curriculum and publishing books supporting educational content designed by it besides testing understanding of students on a periodic basis.

Last week, Kumar had said in Pune that it is difficult for SCERT to run smoothly as they have to seek approval from Mantralaya officials for every decision. Hence, he had advocated the need to make the body autonomous.
