The State Chief Information Commissioner (CIO) has imposed a penalty of Rs 25,000 on four departments of the Pune Municipal Corporation (PMC) for incomplete and misleading information furnished under the Right to Information Act regarding ways to tackle water crisis.
The civic administration should furnish the details sought by an applicant within 30 days but there has been a delay of 133 days with the information being incomplete and misleading, said Information Commissioner Vijay Kuwalekar in his order. The order is stated to be the first of its kind where four departments have been fined collectively and not individually.
All the departments water supply,sewage treatment,special executive office and city engineer that were to respond to the query under the RTI should be fined a total of Rs 25,000,he said,adding that the PMC should constitute a team for implementation of Section 4 of RTI to disclose information to public on the official website and furnish the report by August 20.
The judgment was delivered on the appeal filed by activist Maj Gen (Retd) S C N Jathar. In the RTI application filed by Jathar,he sought information on action taken by civic administration on the objections raised by activists Sujit Patwardhan,Vijay Kumbhar and Vivek Velankar on the water supply issue.
The memorandum on water issue with measures to tackle water crisis was submitted on July 18 last year to Guardian Miniser Ajit Pawar and a copy of the same was furnished to Municipal Commissioner Mahesh Zagade in which action was sought against officers not able to resolve the water problem, Jathar said.
It was recommended that the civic administration should improve its water supply system to lift water from canal and in turn save a minimum of Rs 7.20 crore by making optimum use of the existing closed pipeline from dam to Parvati pumping station,he said,adding that the civic administration has failed to improve the system.
The PMC has also failed to abide by the agreement with irrigation department to recycle 6.5 TMC water in a year and supply it for irrigation but nothing has been done so far,Jathar said.
