Former chairman of the University Grants Commission Arun Nigavekar on Tuesday called for a flexible but open framework of regulations to keep a tab on managements of state-run as well as private educational institutions.Nigavekar was speaking in a seminar on “Future of Higher Education” arranged by Pune Union of Working Journalists (PUWJ) in the memory of former chairman of legislative council and founder president of Pune Patrakar Pratishthan Jayantrao Tilak on Tuesday.

Vicechancellor of Tilak Maharashtra University Deepak Tilak,principal director of Symbiosis Vidya Yerawadekar and education activist Sanjay Dabhade participated in the seminar.

Nigvekar said education was a social issue and must be discussed across party lines. “The purview of education is not limited to Ministry of Human Resource Development. Miniseries including law,medical or even social welfare are also connected to it in some way or the other. All parties in the country should be taken into confidence before implementation of comprehensive policies,” he said.

However,he also clarified that there should not be interference but only a ‘framework’ for management of educational institutions. Dabhade urged for the inclusion of backward classes in the process of higher education. On the issue of foreign education providers’ bill Symbiosis director Yerawadekar said it would not affect the Indian varsities. “The top foreign varsities are interested in enrolling students in their own campuses. They otherwise will not come to India,as they cannot charge the fees they charge in their countries. The best option is to have collaborative approach. Tie-ups with good institutes in India will be a practical solution to have quality as education at reasonable cost,” she said.
