State nod for first proposal under revised FSI rules

After putting its additional floor space index (FSI) for public parking scheme on hold for almost a year,the state government has approved the first ever proposal under the revised rules.

Unlike earlier projects that were sanctioned in the already congested mill land belt of Dadar-Parel,this time the sanction for generating parking lots has been given to Runwal Developers for their project in Mulund. The state urban development department has given its nod for construction of 1,669 parking lots as part of the Runwal Greens project that is coming up along the Goregaon-Mulund Link road. The incentive FSI will be used by the developer in their sale component which comprises eight highrises. FSI is the ratio of built-up area to plot area.

The state government was forced to rein in projects coming up under its earlier parking FSI policy following complaints. Over the one year since the parking FSI policy came into force in August 2009,the state government sanctioned more than 30,000 parking slots. A majority of these were to come up in the Dadar-Parel mill land belt where developers had bought land at record rates and hence had to now maximise their FSI use. Developers were granted permission for building 20 storey high car parks which they have to hand over to the BMC and in exchange they could construct 50-70 storey residential highrises using the incentive FSI. “We have sanctioned 1,552 car parks and 117 lots for heavy vehicles at the Mulund project. The parking lots will be built in keeping with our revised rules wherein the developer will have to restrict its height to a maximum of four floors,” said a senior state government official.

Also,the government has decided to charge a premium from developers for the use of additional FSI and work on a parking master plan.
