Putting an end to tussles and delays arising out of multiplicity of agencies in Mumbai,the government has decided to create a single-window mechanism to put all infrastructure projects on fast track.
The state urban development department has set up an empowered committee to issue permissions to all mega projects that are being implemented by the Mumbai Metropolitan Region Development Authority (MMRDA). Citing delays,cost overruns and agencies often working at cross-purposes,a government resolution (GR) said all necessary approvals for vital public projects would henceforthbe expedited.
The committee will get clearances from agencies like BMC,BEST,railways,MTNL,traffic police and Maharashtra Pollution Control Board (MPCB). It will also procure permission for shifting the utilities installed by Mahanagar Gas Limited,Reliance,Tata Power and others. For every mega infrastructural project,the empowered committee will apply for the No Objection Certificate (NOC) from the agency concerned or utility provider for the realignment of water pipelines,cables,electric lines or gas pipelines. New rules mandate that the agency should grant the NOC with or without conditions within 15 days.
The empowered committee will be headed by the MMRDA commissioner and comprise around 15 members mostly senior officials from agencies like BMC,collectors office,police,MTNL,BEST and other power supply providers. It will meet once a fortnight.
The committee is being formed with the approval of the chief minister. It is an important enabling provision that will allow the MMRDA to go ahead with its crucial projects without delays, said TC Benjamin,principal secretary for the state urban development department.
