While the Bombay High Court upheld the government’s decision to introduce the Allowed to Keep Terms (ATKT) system for students who fail two or fewer subjects in Class X,there is still no clarity about when the exams are going to be held.

NB Chavan, assistant director,Higher Secondary, office of the Deputy Director of Education,Mumbai region, said that a meeting would be held on Tuesday to decide whether ATKT could be implemented this year. ATKT exams are usually held in October.

The government had issued a GR aimed at ensuring that SSC (state board) students don’t lose a year after failing in two subjects or one. The Akhil Bhartiya Vidyarthi Parishad (ABVP) had filed a PIL challenging the government’s decision. The court upheld the government’s move and ruled that ATKT would include not just students who had failed in March 2009 exams but also of 2008 ‘to avoid discrimination’.

There are around 1.85 lakh seats vacant after admissions and 1.47 lakh students are eligible to appear for ATKT. In the Mumbai Metropolitan Region (MMR) there are 27,000 seats vacant,Chavan said. Chavan also said that there would be no supplementary exams and that the ATKT system would be there every year.
