Mumbai: Establishments which generate waste in bulk to get extension

While the BMC had earlier threatened discontinue collection of solid waste from these premises, ward officials will now conduct visits to each of them and inquire about the reason for non-compliance.

BULK generators of garbage which had been told that the Brihanmumbai Municipal Corporation (BMC) would no longer provide waste collection services after the October 2 deadline will get an extension, officials said. Around 92 per cent of bulk generators of solid waste have neither set up composting units nor applied for an extension but the BMC now says it will come up with fresh guidelines for these 4,000-odd entities, mainly hotels, commercial units and a few large housing societies.

The new the guidelines are expected to be issued on Thursday. While the BMC had earlier threatened discontinue collection of solid waste from these premises, ward officials will now conduct visits to each of them and inquire about the reason for non-compliance. Data collected by the Solid Waste Management department indicated that only 328 commercial and residential properties have set up composting pits and 329 others have applied for an extension of three months.

Most of the, 3,435 properties, have neither replied to notices sent by the SWM department nor sought an extension. “There is a chance that people may be unaware of the rule that they have to process their waste. Officials from the wards will visit each of these properties to find out why they have not set up composting units. In case they have a shortage of space, we can help resolve the issue,” a senior civic official said. He, however, added that occupants of these buildings can apply for an extension till January 2 implying that the BMC is unlikely to stop collection of garbage any time this year. Another official added that as SWM norms state that collection of garbage is an obligatory duty of the BMC, the civic body has to adopt a gradual process.

More than residential associations, the BMC is targeting commercial properties. Additional Municipal Commissioner Vijay Singhal said he will meet members of the Indian Hotel and Restaurant Association and other hotel owners. The BMC has once again managed to get an extension on the deadline from the Bombay HC to begin the decentralised processing of waste as well as setting up processing plants at Mulund and Deonar dumping grounds.
