The Punjab government has taken a major step to empower citizens by replacing all police verifications done as part of personal verification with self-attested personal verification.
Up to now,the police have been required to verify the character of a citizen in many cases,such as issuance of passport,joining government service and issuance of weapon licence. As part of verification,police used to insist on attestation of good character of the citizen by two independent witnesses. Following the guidelines issued by Punjab Deputy Chief Minister Sukhbir Singh Badal to give credence to the statement of a citizen and have full faith in his declaration,Punjab Police has issued directions that in the case of all personal verifications,self-declared and self-attested forms would fulfil the purpose and the condition of witnesses has been done away with.
This was informed in a meeting of officers presided over by DS Bains,Principal Secretary Home and PS Gill,DGP Punjab here to educate them about new people-friendly guidelines and complete the concept of community policing programme Saanjh envisaged as a part of the recommendations of Punjab Governance Reforms Commission. In the meeting,it was informed that the underlying idea of community policing was to present the people-friendly face of police by facilitating all citizen services under one roof.
It was informed in a meeting that 96 community policing Suvidha Centres and 88 Outreach Centres have been completed at sub-division and police station levels in a record time of three months and the remaining sub-divisions and police stations in the state would be equipped with Saanjh Kendras by October,2011. A separate cadre of employees to man Saanjh Kendras has already been created and their training in use of computers and other soft skills is underway in Punjab Police Academy,Phillaur. A separate civil dress giving a corporate look has been designed for the cadre of Saanjh and these centres will operate like a help desk of a multinational company. The Saanjh Centres have been fully air-conditioned and their facade reflects the environment of a civil office.
Speaking on the occasion,SK Sharma,ADGP/HRD & CP,said that an online service delivery package has been designed for the Saanjh Kendras and it was being distributed to field officers for its appreciation and understanding of application and functionality. He said that all the officers nominated to man Saanjh Kendras would be given complete and detailed training in service delivery,community participation in dispute resolution and conflict management besides for new initiatives in various community affairs including drug abuse,de-addiction and promotion of sports with the involvement of society. He said that the purpose of this community policing concept was to create a crime-free,responsive and healthy society.
