Firm moves HC against CCTV project contract

A company has moved the Bombay High Court challenging the award of a contract to another company for installation of CCTV cameras across Mumbai.

The litigant company, one of the bidders for the state government’s CCTV project, claimed that the company that was awarded the contract did not meet all the tender requirements.

“As per the requirements, each bidder had to obtain a minimum 60 per cent of total marks in each sub-category given in the evaluation framework to qualify for opening of the commercial bid. But they failed to qualify in some of the sub-catogories,” said the lawyer for the petitioner company.

The matter has been posted for hearing on June 23.

According to the petition, a Request for Proposal was issued in July 2014, inviting proposals to participate in open competitive bidding to design, implement and operate IP-based CCTV systems for Mumbai City. Of the three bidders who submitted offers, only two were accepted by the home department. The third bidder could not meet the deadline. The petitioner consortium’s bid was later disqualified from participating in the commercial bid. “The petitioner’s consortium was arbitrarily given far less score than its competitor in the category technical feature of the bid,” the petition states.
