Use cellphone while driving,invite penalty: DTO

The first meeting of the Ludhiana Road Safety Council was held today in the city. The meeting was chaired by Kuldeep Singh,Additional Deputy Commissioner. Dr Kamalzit Soi,Vice-Chairman,Punjab Police State Apex Committee (PPSAC) on road safety and traffic management and member of the Punjab State Road Safety Council also participated in it.

Dr Soi briefed about the need of District Road Safety Councils. He said Punjab is second in fatality rate in road accidents after Nagaland. The fatality rate in Punjab is 90 per cent. He elaborated the reason like insensitivity of people to shift the accident victims to hospitals,lack of trauma centres,less coordination of ambulances,speed,drunken driving,road rage in the state etc. The members discussed road safety issues in Ludhiana as the city ranks 16th for fatality rate (NCRB report 2008),which is quite alarming and serious.

Everybody was of the opinion that law should be enforced strictly and no let off to the offenders,howsoever,influential they may be.

District Transport Officer Ashwani Kumar said anyone found using mobile phones while driving will be challaned. ADC Kuldeep Singh was really anxious about growing use of mobile phones and driving wherein a small mistake can put the life of drivers and others in grave danger. Principal Jasbeer Kaur Makkar advocated for more awareness programs to instill traffic sense among youngsters who are the major sufferers in accidents.

On this occasion,a seven-member working group was formed to frame the road safety policy of Ludhiana which included ADC,DTO,Dr Kamalzit Soi ,ADCP-Traffic V Brar,Joint Commissioner,Municipal Corporation,Col Sekhon and one representative of an NGO-Raahat,X-En PWD. It was also decided to hold 20 road safety education workshops,10 reflector camps,three state-level seminars on road safety in next three months to build a momentum for road safety in Ludhiana,said Dr Soi.
