Finally arguments began today in the much talked about multi-crore Ludhiana City Centre scam case involving former Chief Minister Capt Amarinder Singh,his son Raninder Singh,former Local Bodies Minister Chaudhary Jagjit Singh and many other high-profile persons. The arguments began today on framing of the charges nearly two years after the challan (chargesheet) was filed by the Vigilance Bureau in December 2007.

As many as 35 high-profile persons including former CM,his son,another close relative Raminder Singh,Chaudhary Jagjit Singh and others are facing trial in this case. Today,except Amarinder Singh,all the other accused were present in the court. Capt Singh had been allowed exemption from personal appearance. His lawyer had moved an application on his behalf yesterday.

The arguments in the case began in the court of District and Sessions Judge G K Rai. After hearing arguments,judge Rai adjourned the case for August 22.

Starting the arguments,public prosecutor Mitter Sain Goyal said all the accused had conspired to amass a whopping Rs 2,600 crore in the project. He said for this,the accused illegally replaced the then Ludhaina Improvement Trust (LIT) Chairman Ashok Singh Garcha with their own men Paramjit Singh Sibia. He said Sibia,who is also an accused in this case,has been declared a proclaimed offender (PO) in the case.

The public prosecutor said all the norms and laws were violated to allot tenders to the Today Homes firm by the accused. He said tenders of another firm Best Tech were rejected though they had offered a 43 per cent share to the LIT while the Today Homes only offered 30 per cent share. Goyal said thus,this deal had resulted in a loss of Rs 196 crore to the LIT.

Prosecutor Goyal said that the accused not only intentionally ignored the warnings and suggestions from the Local Bodies Department but also acted according to their own whims and fancies. The arguments will continue on the next hearing of the case.
