* I want to know about flowers that can be planted at this time of the year.

It is too late for the summer or rainy season flowers and too early for bulbs or winter season flowers. Wait for about a month and a half.
* Our green-chilly (hari mirch) plants grown in pots produced from a locally bought out ripe achari mirch are shedding flowers (immediately as they appear) and not bearing fruits,though the plants are quite healthy. Please help.

It seems you have given lots of feed and water to your plants that are putting more of vegetative growth. Stop water (do not mind rain) for some time. You will get results.
* I want to plant one Litchi sapling. I am told that China Litchi is a good variety as the size of the tree is small and it gives fruit after three years. Do you recommend this variety or suggest some other variety?

In fact as the litchi is of Chinese origin,you get many such local names. Go in for Calcuttia variety as that is good and also is less prone to splitting.
* Will there be any effect of scant rains on the development of kinnow fruit? We are regularly giving water to the plant.

Rains have tremendous bearing on the development of any fruit which cannot be compensated with any amount of irrigation.
